How Responsible Are Tech Firms for Monitoring Dangerous User Content?

European regulators want to fine tech firms like Facebook and Twitter for not taking down content advocating terrorism within two hours of the content being posted. Is that too extreme? Yes. But shouldn’t tech companies be doing more than they are now? What do you think?
