The Scaled Agile Framework

The Scaled Agile Framework is a publicly available framework to implement agile and lean practices into the enterprise. This post in particular discusses how program portfolio management in that framework operates, the responsibilities of the program portfolio management function (strategy & investment funding, program management, governance), and the team that works on the function. 

The post then goes on to recognize how “legacy mindsets” – which have developed over the use of top-down control and the waterfall method – need to be addressed in order for agile and lean principles to have full effect. If not addressed, waterfall mindsets can “inhibit effective Lean|Agile decision making for the key responsibilities of strategy and investment funding, program management, and governance.
