Cloud and the IT skills gap

Tools are always evolving in IT, and it can be hard enough to just keep up with variations of the ones you already use. According to this article by Pat Phillips, however, the cloud is causing there to be a more pronounced skills gap within IT. Since there is no way of slowing down the use and development of the cloud, it makes sense that companies should do all they can to facilitate a closure in the skills gap, but how?
